For the public sector

AI your procurement team can check.

A chat on open-weight models whose AI inference runs on infrastructure inside the European Union. The subprocessors, the system prompt and the energy figures are public, so every answer on this page can be checked.

Inference

European Union

Prompts and answers never go to the US or China.

AI Act

Article 50

Models named per tier, system prompt published. AI transparency.

Contract

Monthly

€13 a month excl. VAT, €10 per extra person. Cancel any time.

Training

Never

Nothing your staff type is used to train models.

Residency and jurisdiction

Where data sits is not who can reach it.

Two separate questions. A tender should ask both.

Residency: all AI inference runs inside the EU, at Scaleway, a European company. Jurisdiction: our hosting, database and payment providers process in European regions but have a US parent, so US law can reach them. The subprocessor list names each party, its region, its legal entity and what it sees. The CLOUD Act explainer sets out why the difference matters.

  • True: All AI inference runs on infrastructure inside the European Union.
  • True: Prompts and answers never go to the United States or China.
  • True: Nothing your staff type is used to train models.
  • True: Every party in the chain is named, with its region and legal entity.
  • Not true: “No data leaves the EU.” Hosting, database and payments run through companies with a US parent.
  • Not true: “Fully sovereign” or “CLOUD Act free.” We claim neither.
Use cases

Everyday public work.

Writing and reading work, with a person checking the result.

Plain-language letters

Rewrite a decision or a letter to residents so anyone can follow it, in any EU language.

Summarise documents

Get the key points of a policy paper, a consultation response or a long report.

Draft and structure

First drafts of memos, briefings, FAQs and web pages, for a civil servant to edit.

Translate

Translate between EU languages for residents, partners and colleagues abroad.

Compare versions

See what changed between two drafts of a policy or a regulation.

Help colleagues

Explain a procedure, a term or a spreadsheet formula to a colleague who asks.

Where to be careful

What your organisation still owns.

We supply the facts. The assessments and the decisions are yours.

  • The DPIA is yours. We provide the DPA, the subprocessor list and the system prompt. Your organisation makes the data protection impact assessment.
  • No automated decisions about people. Do not use output to decide on benefits, permits, fines or anyone's rights without a person taking the decision.
  • Label AI text you publish. Under article 50 of the AI Act, AI-generated text published to inform the public on matters of public interest must be disclosed, unless a person reviewed it and someone holds editorial responsibility.
  • Train your staff. Article 4 of the AI Act asks organisations that use AI to make sure their staff have enough AI literacy.
  • Check facts and figures. Models can be wrong with confidence. Verify anything that goes into a decision or a publication.

What we do not have

No framework agreement, no public-sector certification and no uptime SLA. If your tender requires one of these, we are not the right fit yet, and we would rather say so now.

Questions from public bodies

What public organisations ask us.

Short answers. The documents above have the detail.

Can government organisations use ChatGPT or other AI chat?

Many can, under the conditions set by their own policies, their DPIA and national guidance. The deciding questions are the same for any tool: where the model runs, who controls the provider, whether inputs are used for training and whether there is a processing agreement. Our answers to all four are public.

What does the AI Act require when a public body uses AI chat?

For a writing assistant, mainly transparency and AI literacy. People must know when they deal with an AI system, AI-generated text published to inform the public must be labelled unless a person reviewed it under editorial responsibility, and staff need enough AI literacy. Article 50 applies from 2 August 2026.

Who writes the DPIA for an AI tool?

Your organisation, as the controller. We supply what it needs: the data processing agreement, the subprocessor list with regions and legal entities, what each party sees, and the system prompt the chat runs on.

Is EU data residency the same as sovereignty?

No. Residency is where data is processed; jurisdiction is which state can compel the company that holds it. Our AI inference runs in the EU at a European company, while hosting, database and payments involve companies with a US parent. We say so rather than call ourselves sovereign.

Can we buy Union AI through a framework agreement?

Not today: we are not on any framework agreement. We sell a monthly plan with extra people on one invoice, which may fit a small purchase under your own procurement rules. Email hello@europeanailab.eu for supplier details.

How much energy does the AI use?

Inference runs in a data centre on 100% renewable electricity with a PUE of 1.25, according to Scaleway's 2024 figures. The chat shows an estimate of the energy each answer used. How that works, and what the figures leave out, is on our sustainability page.

Is there an uptime guarantee?

No. Our inference provider gives us no uptime or throughput guarantee, so we do not pass one on. What we monitor and how we handle outages is on the status page.
